Need recommendation on which phone service to use...

I want to get an 800 or 888 phone number that I can change the "ring-to" number at will, online.

Also want a very low price -- monthly + per minute.

Also maybe want to not have any ring-to number so maybe would need the company's in-house ring-to number that would have its own voicemail box that I can do a customized outgoing message.

    I use Twilio Cloud Communications - APIs for Voice, VoIP and Text Messaging to manage about 75 tracking phone numbers and it works like a charm. It's the cheapest solution on the net, although not extremely easy to set up. You're looking at a measly $1 or $2 per month for your phone number (depending on whether or not you want toll-free), and about 3c per minute for calls that are transferred out to a different phone line. Twilio can even record all the calls for you.

    It has the other features you mentioned (voice mail, in house ring-to number, etc) and much more.

      I use Twilio as well and it works fantastically. I love the ability to record calls and play them back to critique myself.
