Mine failed the last time I tried to use it and I had money in my account.

I couldn't tell you what the problem is.

Not all debit cards are necessarily accepted in all locations.

I don't think having $1,000 available on the card will be any better than having $300, to buy something for $10: being declined is something to do with the card itself, not the extent of funds available in excess of their intended usage.

Same thing happened to me. The thing is it got declined by the merchant where I know it works at, but still PP charged my account? Now I'll look into it since others may be having the same problem. I didn't sweat it much since it was just a burger

I would contact Paypal and ask what the problem is. There might be a limit on how much you can use based on what is in your account.

As for launching an eBook on WF that wouldn't be a bad idea.

There are Paypal limits which trigger an account freeze and a request for more proof of ID and bank details etc. but it's been years since my PP accounts went past them so i can't remember what they were/are, but if you have an account which has not had thousands of dollars in it, just be ready for when it happens.

In the U.S. the problem may be where the card is being used. I've learned never to use debit cards at gas stations or convenience stores because for some reason they put a "lock" on more than the purchase price.

I don't know why it's done or why it's legal - and many station owners don't understand it either. When you buy $10-20 worth of gas, it may freeze ten times that amount on your card for 24-48 hrs.

If your account doesn't have enough in it to fund that large "$ freeze" if may be declined. It's not the gas station that does it but the merchant account used to accept credit/debit cards. Weird system.

        ^^^^^^^^
If it's just at gas stations, this could be it. I don't have a Paypal card, but I don't use my debit card at the pump anymore. I was shocked to see $250 frozen for several days because I used it at a pump. Now I go in and charge XX number of dollars of gas and just pump that amount.

I've not been able to use my PayPal card at the pumps, but have been able to use it at the counter. You may want to try that.
