I saw this site a few weeks ago. The site was like hirewriters. com or something like that.

The only thing I remember is that writers get the chance to write down how much they charge. Anyways, hope someone can answer. I think I could use the site for hiring a few writers.

Any freelance site works that way, you just send in a quote on what you would charge with your application. Odesk, Freelancer, etc are great places to pick up writing gigs.

Aside from being able to choose the skill (the link above is already for writers), you also get to filter them based on salary.

Not really sure if that was the one you found out. But, I think it works the same way you want it.
