How & Where Do I Add HTML Meta Name instructions?

I don't know any ftp or php and just a bit of HTML. I have asked lots of people this, but no one has given me an answer I understand.

Example: to stop Google directly accessing a page, I have to add:

<META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW"> on/in the Page in question.

But where do I access/edit/control the Meta Names etc (for a whole Page, not just the written content) HTML on Pages and Posts?

I know I can access the HTML version of the written content of any post or Page using the HTML view in WordPress Edit. But that is only the written Content of the Page /Post but not where HTML instructions for the whole Page is accessed/edited (or visible)

I use Semper All in One to add meta title and description at the end of a post, but that can't be where I can add HTML instructions of Nofollow for a whole page (not just links).

Is it cpanel? (I know almost nothing)
Inside my Theme (Weaver)...somewhere?
