Do DOE Jv partners/solo ad marketers,require 'less' chasing up for a JV deal? vs ordinary marketers?

Directory of Ezines has lists of ezines where some of the publishers offer Jv deals, where you can contact them with your deals.

Assuming your JV deal is good, and fair, and the product is good, then
do these newsletter JV potential partners require 'as much' persuasion etc to do a Jv deal with you, compared to just finding a Jv partner yourself by chasing them up with JV letters, blog comments etc.

regardless of whether they say yes/no to your proposal

ie, are they 'more' ready to do a JV deal proposal as they offer you to contact them? compared to a non ezine IM marketer found online.

    1) Since quite many years DOE doesn't accept new publishers. [Charlie is a warrior and he can correct me if this piece of information became outdated ]. This means that you'll miss lot of IMers and possible JVs if you focus only on publishers listed by DOE.

    2) If I remember well (I hope I do ), there were some conditions to be fulfilled in order to be listed by DOE. For example... A publisher had to accept 2 out of 3 conditions: offering discounts to DOE members, accepting guest articles from DOE members or accepting JV proposals.

    In my opinion, there is quite a difference between "being open to receive JV deals" and "being somehow required to be open to receive JV deals"
