What is a low-start up cost for doing something for your local city. I noticed my city is still in the "growing" stage and the market isn't saturated. I want to create a site I can make money from people in my local area. I was thinking about a clubzone type of site, except specified for my city and then charge a membership price if a club owner wanted to post updates in his or her club events. Also weekly payment for banner etc. Is this something that could work, or should I start somewhere else?

Local classifieds for businesses that pay top dollar. For example: lawyers, dentists, doctors, etc. Think services, dude.

There always a opportunities in the growing countries.
Never too late to go with it while beside a website, you can go with a blog about the club and fan page about the club which you might more easy to build your list compare to a formal website .
Once you get your list, most of clubowner will looking for you and paid you some money to advertise on your fan page, blog post or banner and even your website ads place.

I had similar idea to start in my local city but it is kinda not big growth and I have no idea if anyone would want to advertise on it, so it really depends on the city growth and population

Your idea is great and you should pursue it. The good thing about the World Wide Web is that the possibilities are endless, plus, the startup costs aren't that big, if you have the technical knowledge (i.e. you can design website on your own or work around predone templates), you will just spend around fifty bucks tops.

Our recommendation is to look at a larger image. Create a site that covers your city along with other cities around the world. You may start promoting your city portion of it to begin with.

Definitely check out the offline marketers section on this site and also consider creating a local business directory. I run into many people who do this at phpLD.
