SEO Strategy?

Hey Warriors,

I have a few questions regarding SEO services. Since i'm only allocated $20 dollars a month for SEO services (I know this is not very much), is it worth it to buy a monthly service or to buy a one time service? I'm worried that if I bought a one time service, Google would hate me since I wouldn't be doing anything for 28 days. Alternatively, I could buy some $5 fiverr services every week.

Do you guys have any recommendations for SEO services?

Also, what would you guys do?

    Second, if I wanted to learn SEO, then I would Google "SEO"
    and see who keeps their pages at the top, because they are
    obviously the ones who know what they are taking about...
