Animations such as those used in the video in the OP are probably the most time consuming types of videos.

Flash and/or Adobe After Effects could be used to create animations similar to that.

You can also try a free program:
Synfig Studio: Synfig Studio :: Home

Youtube has tutorials for each of the programs.

Take a look at PowToon : Create Animated Presentations Online - they have some good stuff with various options starting from $9 a month - they also have a free trial.

That example looks like a Flash video to me. This type of animated video works great, but they are a lot of work to create.
