Does Adword still allow this or does it come with a heavy price tag?

Landing Page W/ Optin then going to an affiliate offer after.

Does Facebook allow this?

Adwords will NOT allow this. But Bing will, and they're a great cheap source of leads as far as PPC goes.

  Bing is definitely great. I used a landing page that lead to an affiliate marketing product and it worked great.
  
  If you are worried about wasting money) you can always get a coupon on Fiverr towards Bing ads.

Adwords has gotten very strick on affiliate marketers. It isn't worth your time unless you are looking to get banned. You could try Bing Ads.

Does Facebook allow this?

Facebook has gotten striker recently, but you should be able to run you a squeeze ok.
