Best Portal or Directory Script available...

I have a static html directory website with accommodation listings. i would like to convert it to a CMS website where members can login and upload and edit their own listings.

My questions is what platform/program would you select for the site and why?

Also if you have any ideas on how to manage the changeover that would be great.

I am looking to outsource the front and back end of the new site so if you are interested you can PM me to discuss this further. But I will probably go offshore due to budget limitations.
