Some good outsourcing platforms

I think oDesk.com is the best. They let employees log time through a free application that takes screenshots and records how many keystrokes and clicks they make. If the employee allows it, it also takes pictures of them with their webcam. That way, you know they are actually working on your stuff.

I agree. Odesk seems like the giant in the outsourcing industry today, they have a time tracker that helps employers monitor their employees even if they're working from home.

For your alternatives, you can also try on Elance or Staff.com that hires full time workers.

Staff.com also has its own time tracking software which also tracks time, records screenshots and sends daily/weekly report to management.

You could also add onlinejobs.ph to that list. They have an enormous database of experienced Filipino online workers. Really good source of outsource employees if you're looking to hire someone full time. Fiverr is also good for short term projects and tasks.

I have always liked Elance more than Odesk, but you can also try to outsource cheap labor via a virtual assistant on Fiverr.

Both worked well for me.
For small graphic stuff I use Fiverr
