I remember this in discussions here when it was first announced. Here is an update.

    I read this as a digital download/piracy issue. Probably movies, software and music.

    I have a friend who had their Internet service stop working a year or two ago. They called the provider and discovered they had been turned off on purpose because someone in the household had been downloading pirated movies. I don't think they had to do anything special to get it turned back on and the ISP sent them a list of the illegal movies. They probably had to agree to delete them or something. In any case it scared the heck out of them and I assume they never did it again.

    I write books, create professional photos and use to develop software. Piracy is personal in my house. We had tried to explain some of those issues before but it fell on deaf ears. After that incident we hoped other known offenders would stop as a side effect of it happening to someone close to them but we've never heard a word about it since.

    The news article you linked seems to say that ISPs will notify customers that they've been caught, and that there will be consequences if they don't stop.

    This appears to be directed at repeated violators using peer-to-peer networks. I don't see how it affects websites providing curated content at all.
