Scaling Up A PPC Campaign --> 2nd Account?

It's something I've been pondering on for quite a while now, but I have not been brave enough to implement it yet. I am talking about "duplicating" my successful PPC campaigns into another account.
Has anyone done this? Is it legal?
This is what I am considering:
1. Opening a new adwords account in a family member's name.
2. I will take my most successful PPC campaigns and re-create them in the new account (using similar keywords, but different ad text).
3. I will also create fresh landing pages, so there are no similarities between my other ads.
I've actually seen my competitors using carbon-copies of their ads that appear simultaneously on the search and/or content network. Is this a sure fire way to get yourself banned from adwords, or is it actually legal? Is my method necessary?
