    You can always use odesk or freelancer to find someone. If they have a successful biz going on those sites they may not be looking for full time work. If you are just looking for a va then there are services that offer them at good rates. I have tried both methods and I say go with a firm that offers VA's. The reason is an independent has only you to answer to so you better hope they are honest. With a firm if you have an issue with the VA they can replace them. They also usually have an office for their workers to go to. The most affordable will be workers from south africa, india, and philipine islands. I prefer PI for the rates and they are very good workers. Issues you will face are lots of power outages on the islands and making sure the va stays busy and on task. I use a program called time doctor that makes them clock in to start their day and takes screen shots of their pc all day.

      For non technical workers, you can outsource it to phillippines like onlinejobs.ph. You need to pay to post job though instead of giving the website a cut of your payment for the project like elance or odesk.

      For technical jobs, I'd go for odesk.
