Why Paypal Aways support seller on dispute

This is my second experience with PayPal which I am sharing here.. and Question coming in my mind: Why paypal always support sellers on dispute?

I have purchased service (to be done in 24 hours)through paypal from one website. I believe seller is honest..After purchasing the service seller delivered only 50% of work in 24 hours. I write mail to seller regarding the work is not completed but no reply.. So I have decided to raise dispute on paypal.
But seller refuse to refund the amount. I have again escalate the dispute to get refund. Last day I got an email from paypal..that seller is agree to pay you partial refun (50% of amount) if you not accept this dispute goes in favour of seller.
If paypal claiming that they will investigate the dispute then why they didn't ask me submit proof. So I believe paypal only support sellers and lot of buyers scammed everyday.. what do you think...

    I was at the other end of the deal, so I disagree with you. When you purchase from various website, I am pretty sure you are not covered by the buyer protection as you would be with eBay for example, so in your case I am pretty sure this would be the case and you would be better of accepting the deal or trying to settle the matter with the seller to deliver the other half of the work.

    I've recovered full amount of payments from sellers before so I disagree. You just have to put up a real and correct case.

    Why should Paypal always support the buyer on disputes?

    They shouldn't favor either. They should favor the person who is in the right. I would bet (and it's just a wild guess) there are a lot more buyers trying to take advantage of things than sellers.

    Enough said. I'm guessing you're one of those people that don't read the legal guidelines before signing up with companies. Specifically the part where they talk about buyer protection.

    They didn't need to investigate anything if it's just a dispute. They don't get involved until it goes to a claim. And if it did go to a claim you would have lost by default.

    I won a decesion as well when a seller put the screws to me. Like the man said they should not favor one side or the other but rather the side that is right.
