I need your opinion.....again....

I'm in the process of building a web business.

I'm providing a service. The core or main service to make it all work has to be free. But then I'm going to offer about 3 levels of paid services 10, 30 and 60 bucks a month.

The challenge is that it's leaning more toward it being a business opportunity than it is a stand alone service. Basically meaning I'm not sure how well it would sell on it's own without making it look like a biz opp as the service isn't quite a competitive as some other ones on the market. And I don't want to exactly position it head to head with them anyway.

My plan was to more or less position it as a biz opp. And find customers that way.

The problem I'm facing....

When someone uses the free service they get signed up for a free account. I'm trying to decide whether the free users should automatically become affiliates or not. Or if only paid members can become affiliates. My concern is that if everyone could be come affiliates/biz opp revenue generators then I'm not sure there would be tons of incentive for people to buy the service. Everyone might join free, promote it without joining, hoping the next guy will end up buying a membership. And if lots of people starting doing that I don't see how it would grow?

Where as if you had to be a paid member to get affiliate commissions / or in otherwords join the biz opp then my though is people could still use the free service for personal use, but if they at some point wanted to make money with it and look at it as a business they could do that by joining as a paid member first.

So what do you think of this?

And I'm also trying to figure out what would be the best approach to structuring the commissions for affiliates. I was interested in the commission model of the biz: The Empower Network. But it seems kinda complicated. the alternative might be to start out using a regular affiliate module and software that plugs right into paypal. Then I was thinking if this thing actually takes off and shows very solid signs of growth, then at that point reexplore the affiliate commission model, possibly seeing about modifying it to something like the empower network is using. So any feedback on this too would be helpful. Thanks.
