How To get Local search to find adwords users?

I am trying to find business's that are already using google adwords.

If I want to target a certain niche in a certain city, for example
florists in London how can I search so that It is as if I am searching for this in
London.

Someone told me to use an ip address, I have found ip address's in London, but what do I do now and is this legal ok to do?

I have tried google.co.uk/ncr but I am not getting many google adwords ads
appearing (I am searching lots of different niches to test it). I assume that this would not really be a local search specific to London

    When someone says "use an IP" they mean a use a proxy IP to hide your location. You can get proxy services that let you "choose" the country of origin for the proxy IP. So if you are doing Greman keyword research, choose a German proxy IP address.

    For spying on adwords, you could also try a tool like spyfu.com.
