Website looks fine to me. I would chose a bit lighter background, but it is something of your taste.
With regards to advertising your web site, well there are companies that will do it for you for $250-$300 (campaign), just google to find them. The rest I would spend on Google adwords and similar stuff.

1) on your contact section on the main page it says "Sent us a message". This should be "Send us a message"
2) get a real email. You are using hotmail.com as your email. This is rookie, and will turn away serious business. Your email should be something like "clients@high-tecdesigns".
3) create good meta tags. Right now yours are bad
4) on your portfolio your screen shots redirect you to the top of the page when you click them. I would either make them unclickable, or when you click them open them up in a larger preview window.
5) consider doing more with your logo. To me its dark and boring. This is just my opinion so get others first before looking into that.

In terms of getting your business started quickly, look to local businesses in your area. Get out from behind your desk and go bang on some doors. Meet with people etc.

Start local and build up a nice portfolio. Clients will probably want to meet with you or at least talk on the phone so they will want someone local. Once you start building your list of local clients, you can start expanding your area.

Not to be rude but if I wanted to higher you, first thing I would look at is your site. Your logo of your site is like something out of the 90's, it even looks close to word art. You have tons of spacing issues, colour issues, layout issues, In my opinion I would redo the whole site.

As others have you need to take care of the spelling mistakes first. Trust me I know how it is, I misspell so much it's a shame. As far as advertising goes, what host do you have? I know a lot of hosting companies throw Google Adwords coupons out like they are candy. You might want to checkout fiverr as well.

All the above feedback is good, and Your portfolio images of websites you have done should be clickable and go to your clients actual website, if you don't have previous clients, don't do a portfolio. People rarely notice what they don't see, but if they see something they tend to look to see if it's real. No clients, no portfolio. Just do some website mock ups and show them as "examples" of your work.

Site looks a little old, not web 2.0 or minimalistic/clean as many CSS driven sites are today. Perhaps improving the site would give viewers a greater sense of the quality of your work

You could invest some money on a good web template which you can edit. After all, web designing isn't always about producing 100% custom work. Sometimes you could edit something good and make it great!

Wow.. load time is extremely slow. Not impressed by the logo... very amatuerish. Domain name does not have a brand. Also, hyphens are never a good idea for domain names.

If I wanted to get my website designed, I would not be using your service.

First thing, I would change your logo - any type of logo with a drop shadow and bevel and emboss AND glow is a bad idea - think of how it will look on envelopes, letterheads, and business cards. Change your domain to something people can remember. Also don't put joomla monster designed templates on your portfolio unless you actually designed them... In fact don't put anything in your portfolio you didn't design. And a lot of your text in your images are not even legible (the 3D text in the banners).

I wouldn't use your service because it looks like you primarily do 3D logos and artwork. I happen to find anything made to look 3D extremely amateur and unprofessional. The only time anyone should need 3D work done in the real world is if it is for oil companies, safety companies, and pipeline companies - things of that nature. Definitely not for the web design industry.

Don't mean to tear you apart... I'm probably just biased bc I own a web design firm as well

In my 16 years as a Web developer I've only picked up one or two jobs online.

Most of my clients were won by foot-slogging locally, getting known in 3 major towns and building relationships with businesses. Eventually, it became less work as businesses were happy to refer me to other businesses.

Your site design doesn't look crisp and business-like, but more aimed at game players.

You really need to spell check everything. Also Web as in referring to the World Wide Web should always have uppercase "W" as it is a name, not a web as in spider web. You have many instances of web with lower case "w".

Yes, I am a grammar Nazi, but then so are many professional people and you have to be up there with them if you don't want to lose integrity.

Your logo has been commented on by others, and I agree with their comments.

"When you contact us you will get a quick response from us back thats answers your question(s)."

"+12 year experience in Web Designin."

"We (missing "a") are leading web design"

"enstablished"

"knowlegde"

"Luxury website's" Redundant apostrophe

"Mobile Theme's" Redundant aopostrophe

A lot of your wording is what I would call "quaint" and not good English.

If English is not your first language, then it's even more important that you get your text checked for spelling and grammar errors.
