How to generate traffic to a static website

I have a friend who has made a rather interesting site. It is called Office Time Management

The basic principal is to alter the layout of a source web page to a web page that looks like a word document. It is for the times when you are in an open plan office, school or somewhere where other people can see your screen; you can browse through this site and it looks like you are working on a word document.

He has asked me for help in generating traffic to his site (without having to pay for it ie, PPC, Banner, etc)

Looking at it I have come up with these observations
1. There is no changing content
2. The whole site is custom written and has no RSS feed (not that it would really help as no content changes) or any other key word optimizations
3. There is no real way to make money from it except donations or possibly selling it and neither of those are really profitable (so I don't see the point)
4. It is a new site so there is no history/time authority.

The only thing that I can think of (without spamming) is to write some articles and submit them to news sites to rank for the KW Office Time Management or to see if it can get picked up and by reddit/slashdot and hit the front page.

What are your thoughts and suggestions?

Do this over and over and over for each keyword.
    Then repeat for each sub-site.
Then do it again, and again, and again.....

Hey lcombs can you elaborate a little bit more about what this map is saying/suggestion. I'm assuming it's supposed to be obvious bu I'm a little lost.

      Thanks

I changed the graphic in my post that better reflects the strategy.

Simply put, you find as many good keywords as you can.
You write, or have written an article for each KW.
You post the article on 5 - 10 quality blogging/social sites (the "spokes" of your wheel),and include a hyper-link using your KW to your site.
You then do that for each of your spoke sites.
Do that for as many KWs as you can.

@lcombs, thanks for the suggestions. This was what I kind of had in mind however your diagram explains it better. One thing though is this method is primarily for ranking a KW in google or other search engine.

Do you know of a way to generate traffic that is not from google?

So the big problem that I'm coming up with is that the site could rank for the KW Office Time Management but that doesn't help as the KW is irelevant to what the site is about.

So if you can't get traffic from google, where do you get traffic from (with out purchasing it)?

If you want to get alternative traffic source other than google, social media blasting is what you need. You must syndicate your site's content to the various social media networks.

This honestly is one of the few times when SMO > SEO. Search into it.

YouTube will be a good place to start getting free traffic from.
Make a 'how-to' video with a catchy/interesting title on how to use your site.

Use your imagination when creating your videos...
With what your site is about, I could see this going in many different ways.

There is no better place to get traffic than social media networks. Put some good content on your website and share them to different social media websites and see the results. My second best way to get traffic is forum posting and blog commenting. You can try these too.
