- Are you selling virtual products or physical items on your website?

You need to pick a place to register your domain name, it goes without saying, but you are going to want to register something that is relevant to what your website is going to be about.

Okay so we've got this great domain name, and some hosting but how are you supposed to build the website? Well there are many ways to answer that question. It depends on your purpose and what kind of website you are trying to create. You can use any of the following methods, tools, or platforms.
Wordpress - It is great for creating blogs by default. With it you can basically create a website without knowing how write any code. It's got tons of plugin and all kinds of themes.
Joomla - Is great for websites that are blogs, static sites delve into eCommerce, online newspapers and so on, there are many different modules that make it fully a great to build a wide variety of websites.
Xhtml And Css - A great way to build a site If you want complete control over all the design elements, content, etc. This works out well if you're making a small site and know how to code. If not it may not be worth learning just to build your first site.
