Just do a google search for
domain registrations South Africa
and you will get plenty of hits.

The registrar for South African .co.za domain names is Uniforum at co.za Domain Homepage

A domain registration costs ZAR50.00 (around USD $5.00) and there are no restrictions (AFAIK) on who can register a domain name.

Unfortunately they have an archaic email-based application form, and your hosting/DNS has to be in place before you can register the domain name. Once you've filled in the form a couple of times it's quite simple.
