What the heck does Traffic Launch Pad do?

I have had this piece of software on my desktop for a while and I am not exactly sure what it does. It is called Traffic Launch Pad and was free software given away apparently to promote Auto Traffic Buddy (which is now closed - and the only reason I know that is where I got it from is because there is a link at the top of the software screen that directs you to Auto Traffic Buddy)

I am really just looking for a free way to promote some YouTube videos until I have some money to buy backlinking software. When I run this for a YouTube video is the software actually accomplishing something worthwhile or is it just blowing hot air?
