Google Enrolled Agent?

Ok so I do my own SEO for the past 8 months,
recently I have contacted a local SEO firm in order to give myself some free time.
They told me that they are "Google Enrolled Agents" and that they can "rent" keywords from Google and I will have results within a week.
The amount varies between keywords and the more competitive the keyword is, the more money it will cost...

Now, I've never heard of such a thing and tried looking on Google for that with no results.

Has anyone ever heard of this method?

Thanks.

    One word answer: bullshit.

    Straight from Google:

No one can guarantee a #1 ranking on Google. Beware of SEOs that claim to guarantee rankings, allege a "special relationship" with Google, or advertise a "priority submit" to Google. There is no priority submit for Google.

They only way they can "rent" keywords through Google is adwords, other then that it's bs. Just think about it, if it would be possible to pay Google to place your site organically they'd be billionaires already. Simple test you can do is to see if they are ranking for competitive keywords, and if they are not, ask them how come they don't use their own methods to drive traffic

Thanks everyone for clarifying. I did ask if it is Google AdWords and the guy insisted that it is not.

    I will stay away.
    Thanks.
