As the guys above me suggested, Paypal is no longer the only option, although it had been for a very long time.
You can now choose to withdraw to the Fiverr Revenue Card.

It is a good idea to actually get it in to fiverr Revenue card specially for BD at this time, however, if you have friends and family living abroad they may be able to help you in future with a bank card and paypal account from overseas.

I dont know what is the reason behind it. But I feel there might have serious reason, because paypal authority is not so fool that they dont understand/assess the requirement of foreigner or the vast marketplace for them. But after realizing everything they still have no step.
They may not disclose themselves to foreigner!!!!!!!!!!!
They may not like to help other financially, like the political leaders of developing countries !!!!!!!!!!

There might be an alternative payment option with the launch of the new Fiverr but I think it's unlikely.
