Depends on your niche that you get involved.

To get more sales, you need to scale up submission. Hundreds of submissions per month. Either press release or article directories.

Articles are better. You couldn't legitimately write enough press releases.

Like himanuzo said above, it depends on your nice. It also depends on whether your site offers anything that's actually newsworthy.

"Empty", article-like press releases won't do you any good. No decent PR distribution sites will let them through their editorial review and if you use free, low-quality distribution sites that don't review their releases then they just won't get any visibility.

Contrary to what some people say, with Press Releases it is absolutely NOT about quantity. Press releases are an immensely valuable marketing tool but only if you have anything to say that is actually newsworthy, as the main aim of PRs is to draw media attention to your business (and get them write about it), rather than promoting it directly to end-users.

  I'm not sure if free article directories submission can do any good. I think they are just a source of duplicate low quality content. May be paid directories may bring you targeted content but you have to take care of the quality of your article in order to pass editor review. The same is with press releases. I don't think you have many chances to drive lots of traffic with free submission.
  
  I would recommend updating your own blogs/websites with relevant articles to feed search engines bots with frequent updates. Instead of articles/press releases submission I would undertake some social networks campaigns.

Personally, I got better results with press release. Advantage of press release sites is, you can join to groups and share news with group members, and you can connect your RSS sou every time you make post it is automatically publish on press release site.
