Best Place To Post Out Source Work? Hiring Recomendations?

Hi there I was wondering what some of everyone's opinions are in regards to posting outsourcing jobs, such as where are some of the best places to post that you have had great success with?

I am looking to hire a Virtual Assistant as well as a PHP/MySQL developer. Does anyone have any tips as to hire the best possible candidate, and how to "weed out" the not-so-great applicants?

    Guru.com is suppoesd to be one of the best. Elance.com is another that a lot of people like. Rentacoder also comes to mind. There are others, but I think these are the main ones.
