Temporary remote desktop servers with UK IP?

Just needed to pick your brains please.
What is the best way to create temporary remote desktop accounts for clients so they can access British websites while abroad?
I know there is UK VPN services but some websites can detect those and block them.
My solution is to allow people to access PC desktops that are physically in the UK but what would be the best service or method?
Better if the accounts can be provisioned by PHP to make the process automatic when people register as a member on my website.
