I think the two most popular are:

    Google PageSpeed Insights
    https://developers.google.com/speed/pagespeed/insights

Direct optimization information from the 800lb gorilla itself.

    GTmetrix
GTmetrix | Website Speed and Performance Optimization

Utilizes both Google's PageSpeed Insights and Yahoo's Yslow to give you a more detailed look at your optimization efforts.

Gtmetrix will tell you how long it took to load the page. Indicated on the right of a Performance Report by "Page Load Time." It's usually safe to assume this is the average load time for your visitors as well.

Are there any downloadable tools or plugins/toolbars that can be used to check the speed of a website more conveniently?

Yes, your browser as well as others' browsers. The loading speed can vary widely depending on where the site is being access from, the internet connection speed etc etc.

You dont say if you want to check it from your end or not. That is do you want to see how long the site takes to load for you?

If its for you, you can just hit f12 in Chrome and choose the network tab.
