What is this website using?

Hi all,

Sort of a newb-ish question. I found a website (electricianapprenticeshipprograms dot com) that is using a model I would like to try and implement in an unrelated niche.

I would like to make a site that shows local businesses (found near the user's ZIP code) with a link to a web form where the user fills out info (as shown in the sample site above). Now, in the site above, when you click on a "request more info" link, it appears to take you to a form that is operated by a third party. I'm guessing that when the user fills out the form, it is automatically sent to whatever vocational school it was for, the website owner is then automatically given money for the lead, and the user who filled out the form is sent more info about the school.

My question: Is there a service that automates the forms/lead billing/etc? I haven't heard of one, and I was wondering if anyone else has.

The only other thing I can think of is that the owner of the website receives the leads in his inbox and just sells it to the schools, either per lead, or in bulk. (aka non-automated).
