Question about WhoIs lookup

I came across a great domain that hasn't been touched in over 6 years. I figured I would try to get in touch with the owner, but there was no contact page. So I went to WhoIs.com. When I typed it into WhoIs.com, the status of the domain read this:


Does this mean some sort of legal action was taken against the owner of the domain, preventing them from selling/transferring it?
