Google, Search on this forum - plenty of valuable and free info here.
Go to youtube and type in stuff like "how to make website" etc...

Juris has good advice.

You may also find your hosting
company can help you with
some of the admin type stuff.

I know that hostgator have a
online chat for help 24/7, can
be useful when you're starting
out.

Hope that helps

Like Juris says videos are the best with "how to make a website" been your best search and also in google, there is plenty of info out there! Personally if you want to build a website from scratch xsite pro without doubt is your best bet! Its a website builder that is very easy to use

What is your time worth?

For a first site on your own Domain. You might go with Word Press. Especially if your host has Fanstico installed. It will install any one of about 15 scripts. The documation on Word Press is awesome also.

Or use CMS, you don't need to "build" the website only manage the content

All the best,
Adam

I third the WP suggestion, the right theme on there can look AMAZING, and in general WP is also very flexible.

Depending on your hosting, the install process should be easy too.

If you bought the domain and hosting seperate, you will need to forward the name servers from the domain registrar to your host.

If your domain and hosting are all together, you need to inquire if your host has a cpanel and how to access it. Call the host on the phone, and ask them how you log in to see it.

Once you get into your cpanel, you need to look around and see if you have some one click install options. Fantastico and Simple Scripts are 2 possible options you will see.

If you have one of those, click on them to see which types of scripts they offer, IE wordpress, joomla, oscommerce, etc. You will want to decide if you want to run a regular html type site, or if you want to go with a CMS or content management system.

The CMS like wordpress is one of the easiest to install and have a site up and running in just minutes. Then it just becomes a matter of customizing it a bit and uploading your content and off to traffic generation.
