It depends. Are you trying to sell them a product or recruit them?

What are you trying to recruit them for? I can't think of a single reason I would pay money to you.

You have to keep in mind that many freelance writers are on a tight budget. I cannot tell you the number of times I have read threads on writing forums from writers who are barely making ends meet and looking for ways to pay the electric bill and even feed their family. Not always the case of course but it is a tougher market to sell to than others.

Advertisements are more likely to have you end up with an empty wallet than anything else.

To appeal to this market you must build trust. Despite your not wanting to work the writer's forums that is one of the best ways you will find your audience. And if you have something genuine to offer they will spread the word. Of course it also depends on what your product is, there could be different angles depending on what you are selling.

If you want to create a new site for freelancers I would say make a high quality Elance type of website with minimum on bids for particular jobs. Also, entry point should be pretty high so only really experienced guys can get in. Language test for better communication, only high quality providers, rating system forcing clients and freelancers to leave the feedback (only Happy or Not Happy, 3x not happy=bye bye...).

For example, someone wants very small SEO done for his site. Minimum $300/M. Hourly rate minimum $35 etc. Exclusive high paying clients for Top notch freelancers only. That could be a part of the USP. Believe me, there is a lot of clients how would like to pay nice cash for SEO done properly... if only there was right place to go...

To answer your question in one word,

The best way is to promise them good clients and normal payments and high minimum rates for tasks. Plus very high entry point.

Again, clients are willing to pay a lot of cash for good job done without headaches.

If you launch site like this, I will become one of your first freelancers

I guess it should be worth noting I was interested in starting a blog with some info products. Didn't know people would jump to conclusions with creative suggestions and skeptical questioning.

I guess banner ads on forums and other blogs could make the most sense.

    Thanks

You are unlikely to sell a lot of product with banner ads on forums and blogs to writers. Case in point, do you see a lot of writing related products in ads when you surf Google? Likely the only ones you will see are ones promising untold riches from writing (scam ads).

When you surf writing sites do you see a lot of ads promoting writing products? What I see is ads for University courses, vanity presses and the like.

Take a good look at what is out there when deciding on your best ROI.

I know you ask a question here and everyone want's to give you advice instead of answering the question. I would say buy scrapebox and use it responsibly.
I can tell you know all the other ways but sounds like you want something magical.
"Build it and they will come"
Social sharing sites would be good. You can scrape ids from the freelance groups and do fb ads, you have a targeted audience that way.

Have no idea what you need this for but freelancer do spend money also. They are people just like you and me. Most do freelancing as a side job and the guy I just paid 20 bucks an hour to fix a plugin for me sure isn't on a tight budget.

Sent you a P.M. with detailed instructions on how to get the best bang for your buck, don't share it please. Thanks.

That makes me think that you can automate that by scraping freelancers profiles and info, or creating a tool to send private messages (I guess fiverr would be a good place for private messages.)

Let me know if you need any automated tool.
