Amazon does not like you make mini Amazon websites?

I am an Amazon.com Associate/Affiliate for many years and yesterday I wanted to change my e-mail. I invited the new e-mail (I had another account on the new email, account with 0 activity) and had to create a new account.
I thought WTF? Because I already had an activated account on the new e-mail address.

So I created another account for Amazon.com with the new e-mail address. I had to verify my phone and put my site and how I drive traffic for it.

It seems like Amazon does not like us to make mini Amazon websites because today I got this message:

Ive completed our review of your application to become an Amazon Associate, which included a visit to the web page where you planned to advertise for Amazon.com.

Our Amazon.com Associates Program is not set up to just advertise Amazon.com and 3rd party links within websites, or make mini Amazon websites. The main account is functional but why does not like Amazon mini sites? I have only unique content on it.
