1 sale per Metropolitan area - how do I do it?

How would I go about making a single sale per metropolitan area? This isn't just a simple shopping cart issue here... This is going to be a membership product, so I only want 1 person to purchase a membership per metro area.

Can anyone think up a clever way of handling this scenario?

I know that Kern did it way back when with the Annihilation Method, but I did not witness that. Does anyone here know how they did it?

      Ah, good thinking. I could probably set up a dynamic sales pages by lat/lon linked to my sales database. If that geo-area gets sold, then put a SOLD OUT sales page instead of a sales page.

      There are inherent problems to this solution, but it's the best so far.

      Any other ideas?
