Looking for advice on which affiliate tool to use for on/offline product

We are marketing some products to businesses and are looking to JV/affiliate with web designers etc in the UK to start with.
But this threads not searching for contacts, we want you to advise us please whats the best way of tracking referrals to our site ?
Is there an affiliate type product/ software that is relatively well priced and highly efficient for online and possibly offline too?
Is it best to use some payment software to do this job for us or is there better advice available
