New Website Optimization?

I am looking to build a new website selling healthy snacks and desserts. Right now, however, I cannot afford a good quality website and was thinking to order it cheap from somebody at eLance until I can afford a better website (better optimized). The name of the bakery will be in the url. My concern is that with new google ranking algorithm, google will attach the url to poorly optimized website and rank it accordingly, AND MEMORIZE THE poor optimization permanently, so that when I would be able to make a better optimized website, google will not rank it 'as a better/more relevant website, due to 'remembering' the previous bad optimization and that this URL is attached to a badly optimized website.

Is the websit content erasable? If you have a poorly built website is it fine to use the same URL and redo webiste, or would I need to start over with a different URL and website?
