Odesk, Elance or some other simple WP site builder?

I have used both Elance and Odesk for simple, 5 page, responsive theme site builders, but need someone good that is available now!

Have you guys used anyone you would not passing along? Looking for medium to low price, quick turnaround, and would happily pay a referral fee.
