Help: Service Company Marketing Questions. Affilate Program Ideas

I'm consulting for a IT recruiting company and could use your help and fresh ideas!
I'll start with the questions I have and then provide some background.

Questions:
1. Do you think this situation would be good for a referral / affiliate program?
2. If yes to #1, How would you set this up?
3.What are the TOP 3 Marketing actions you would do for this company based on the information provided?

Background:
I'm looking for advice about building an affiliate program for an IT Recruiting and Staffing company that I consult for. I think they have a good opportunity to build an affiliate program or maybe it would be called a "referral" program. They are looking to find new companies that they can act as the outsourced recruiters for.

Idea of what the company does:

Example to help explain:
Prospective company "ABC" needs to hire new database architect. However the "ABC" company does not have time or the staff to recruit the database architect, so instead they would use the company who I am consulting for ( we will call "The Recruiting Pros".) The Recruiting Pros would then go out and find a qualified Database Architect for company ABC and charge them a fee.

Why I think Affiliate / Referral program could work:
$$$. The fees collected for placing a good quality hire can be high. Building these new company relationships can be very time consuming and are highly valuable. Because of those factors "The Recruiting Pros" would be willing to pay a high referral fee to anyone who can make a warm introduction to a IT hiring manager / HR department / CTO ect that turns into a recruiting opportunity and placement.

They also have a great list of past business contacts of a few thousand people who might be a good starting place for this referral program.
Not sure on the exact number yet, but let's say they could pay $1,000 for every introduction made that turns into a placement. I think that would motivate people to make introductions (but I'm not sure because I haven't done anything yet).

The Part I Need Help With:
How could a referrer know whether or not a placement was actually made? They would have to trust this company would that they made an introduction and if a placement went thru they would be paid. (They are a very honest company and would pay)

One solution I have thought of would be to pay per lead instead of per introduction that leads to a placement. However the payout would be MUCH less. I'd fear the quality of the leads.

The company is a very reputable company, They have been around for over 35 years. Their reputation is very important to them and they (nor I) would want to participate in any marketing practices that may be deemed unethical and reflect poorly on the company.
