Are you talking about Email harvesters?
If yes, No you should never use them.
If you are talking about autoresponders, squeeze page makers or a tutorial/script, then it's okay.

List building is about a few things..
    1) squeeze pages -> free offers to get emails
    2) auto responders to convert the freebie seeker
    3) backend funnel to make the max $$$

so when you say software.. is this squeeze page software?

At first I thought you were talking about opt-in forms, and I was going to recommend Opt-In Crusher. That's what I use, and it's free.

But I have the feeling you're talking about software that scraps email addresses, and that I don't recommend. It won't even be useful to you if you do.

You tell me what listbuilding software is and I'll tell you what an opt-in is.

An opt-in is the process of a visitor giving the website owner their email address, usually by putting it into a little box on the site, so that they're on the marketer's "list" and can receive email from them on a permission-to-send basis. (Sometimes so that they can receive a "free report", too).

It will help people to reply, perhaps, if you explain what kind of software you're asking about here, because at the moment nobody quite understands, and this is why you (perhaps) have no very helpful replies. I'm guessing that you mean "self-hosted autoresponders", and if you do, they're an option and there's nothing intrinsically wrong with them, and the choice is between one of those and a service like GetResponse or Aweber. But I might be wrong. Maybe you didn't mean this???

There is no software, but you do get autoresponders and tools. Aweber is the most commonly used one, and you can get it for $1 for the first month. There are free alternatives until a certain amount of subscribers like MailChimp, but are no where near as reliable.
