Is it a good idea?

Let's say, I pay someone to create me a forum theme and then I put it up for sale. Is this method going to work?

If you have something people want, then yes. If you don't have something people want, then no.

So, does your theme solve a problem people currently have. Are there people desperately looking for themes like this?

      This.

If the market values it, they will buy it. Obviously there is marketing involved, but plenty of people are successful selling themes on various marketplaces. You just need to create something good people want.

To pay someone to create a theme a sell it is a good idea.

I am not sure whether a forum theme is really in high demand.

It's a good idea, and there is a market for them out there. Custom MyBB themes are particularly in demand, and there are lots of designers that make good money from them. You could also look into selling it on ThemeForest.

It's not just an idea, its a real work for some people, do you know that themes can bring you thousands each month?
The best tip for you is to focus on Wordpress theme, why not find 5 friends who can create beautiful and professional themes and earn 50% from the profit. then promote your themes with biggest theme sellers like ThemeForest....

Doesn't have to be a theme, you can re-sell anything, but the question is how you're going to package it?

There's a good saying, that you could easily sell dog sh!t, if it was covered in gold, while you'll struggle to sell gold, it it's covered in dog sh!t.

In my opinion, no. Not as you described it. If you are selling a theme, people will want support. For example, on ThemeForest, Wordpress Theme needs to be updated nearly every time Wordpress gets updated as some things might break.

If your question was can you make money making custom themes I would say "yes, but it is lot of work to keep everybody happy". Since you need to outsource the work, I have serious doubts about it working out for you.

There are easier ways to make money online... but like others have said, there is also a market for themes and some very big players in that market. Best approach would be to try and carve out your own little niche and not try to be everythign to everyone.
