DMCA counter-notification

Hey guys, I am looking for some advice ...

I was reported by another webmaster that I have used his picture. Yes, my bad, so I have remove it. Now I need to fill the Google form that the image was removed so they can remove the penalty for the specific URL.

However, whenever I fill the form, I get the following response:

"We've reviewed your request, and it appears that you are attempting to send a counter-notification to a claim of copyright infringement under the Digital Millennium Copyright Act that led to removal of results from Google Search. However, your message doesn't contain the statements required for a counter-notification under the DMCA. If you believe that the removal happened because of mistake or misidentification, you can use our form at http://support.google.com/bin/reques...duct=websearch to send your request."

What statement do they need?

    Just google DMCA counter notice template. You`ll have the steps.. But.. That`s not an issue of google.. From what I know google doesn`t give these kinds of penalties.. who told you about that penalty ?
