Paypal Payment Question

Paypal sent an unhelpful automated reply to the question I'm posting here. There was I site that used Paypal to accept payments and they didn't process the payment until the item was checked to be in stock and shipped. Does anyone know if Paypal has such a feature to purposely delay the processing of a payment and only accept the payment after everything checks out? Is it something outside of Paypal, like a script that can do this?

    may have been that the transaction was flagged for review, PP does this in certain situations and also at random, the seller then only ships once the payment clears review.and is deemed "ok to ship"
    been through quite bit with PP and am currently a managed account, to my knowledge they have no service that allows the merchant to delay based on stock availability
