Mailing to lists that are somewhat old without spamming?

I have a client with two lists:

1) A list of past customers (~2500)

2) A list of leads (~4000)

Both lists range in age from current back to two years old since last contact.

The list of leads were collected on the client's website and have been followed up with in the past.

I know email service providers (AWeber, MailChimp) are understandably very particular about what they allow to be imported.

My question:

Assuming some of names cannot be imported into an ESP, is there any "white hat" way to make a one-time contact to the lists to say "You've shown an interest in our services in the past and we'd like to offer ... and if you're not interested we will not contact you again..."

    You might be able to use a self-hosted mailer like POMMO on your own server.

    It does not have the deliverabilty rate that Aweber or GR has, and you have to be careful how many you send in an hour, but it might work for you.
