Problem transfering a blog.....

Hi all

I need a little help to move a blog. I have not had this problem before when I have moved them.

The problem is that I have downloaded all the files and database and exported the tables. I have changed the dns to the new host and have got thee cpanel details.

the problem is when I try to upload the word press files it says critical error
when I click the site to I get this

No such file or directory in /home/unemp/public_html/wp-settings.php

I have done everything I normally do so am completly stuck. Any help would be great
