    Yes. You can. Just as it is legal to solicit any business
    on the phone. Being respectful but aggressive will get
    you somewhere - you have to realize that many successful
    businesspeople got to where they are through selling
    and the good ol' hustle.

    While a client may chide you for repeated solicitations - it's
    that same aggressiveness that gets the work, so such
    scolding is not to be taken too seriously.

    Send the prospects you hope to land as clients news
    reports and items of interest to them and their businesses -
    it's a classic sales method to show 'em you care.

    One of the best strategies is to make a phone inquiry
    followed-up by direct-mail if the person you speak with
    indicates they may have a use for your services in
    the future. Further follow-up will put you on the "short
    list" to get the work if you appear to be competent.

    Email alone as a cold-calling method is likely to meet
    with indifference by many prospects who would be
    much more responsive if you initiated the relationship
    with a phone call.

      If something this simple is illegal, wouldn't cold-calling, physical mail, flyers, elevator pitches, etc be illegal as well?
      The above are not illegal (yet - but some possibly will be, subject to legislation in the near future).

      They are legal because they do not incur a direct cost to the recipient. There are however, moves afoot to try to curb the use of physical mail and flyers, due to the cost to local authorities of having to dispose of these, once discarded by the recipient.

      Email appears to be deemed at present as a "paid" service, perhaps because of the server and other costs, including the time spent trying to eradicate spam.

      So, getting back to your serious question and depending of course, on which country you reside in and where your servers are based - I would be very careful about sending emails promoting my services to anyone who is not already a client, or a friend.

      One spam complaint can be a problem, more than one can be a disaster.

      In sum: "cold-calling, physical mail, flyers, elevator pitches, etc" might be a safer option, at the moment.

      Just my thoughts.
