Best way to monetise network of 10M daily pageviews ads?

I am going to make an ads network, starting with my very own sites with approx 10M daily pageviews. will focus on contents suggestions, like content.ad, outbrain.com...
At the beginning, i m pretty sure there will no advertisers, so i have to make a couple money sites myself, to convert the click through to money, and then pay back to these sites.
My question is, what is the best bet on these self made money sites? subject to i own the ads network myself, i can put anything on the ads and i can make anything to be the money sites? e,g, sponsored contents trigger to CPA offers? adsense? self made contents? scrap contents?
although the initial sites are not belong to me, but i can use the ad-spots of these 10M daily pv as long as I like.
