Aweber vs. Getresponse + Best Ad Tracking Service/Program

I am trying to decide between these 2 and would appreciate your help.
I currently use GVO but am looking for something better. I have read great things about both and generally feel that I cannot go wrong with either.... am I correct?
One important aspect is that I currently have an optin list on GVO and what to import that list to a new program without much hassle. I believe the Aweber would force these individuals to "re-optin" while Getresponce would not. Is this correct?
Also any other positives or negatives about the 2 services would be appreciated.
I am also looking to get away from my tracking service Adminder to go to something more robust (yet user friendly) Any recommendations are appreciated.
