Marketing expert for website

Hope this is the right forum for this post. I am searching for an SEO expert both onsite and offsite and marketing for my website. I built my site using weebly site builder. So their SEO platform is rather simple. I don't have the time to do it myself. I'm a local marriage officiant so local marketing only. I know backlinks are important but do not want spam links that serve zero purpose. Please respond with rates and only if you can provide google rankings from past clients. Not into BS sales pitches just straight forward honest work. I don't want you to outsource your work and have someone else do it. Thats deceptive on your part.
