You can put it in the description. I don't think you can put a link that goes outside of youtube in the annotations of the video itself. One of the secrets to getting more YT traffic is to make sure you pick the right keywords for your title, description, and tags. Also, make sure you put a slide or frame in your video that calls the reader to action-ie., click the link below. Make sure the CTA has enough 'oomph' to it-like 'more secrets' or 'get in on this extra info' or even an incentive. No, a simple 'click here' won't work.

You can put it in the description, it works very well for me... Just make sure you add http:// before your website so it will be clickable.

You can use annotations to link to anything on Youtube.com and Google+.

However, you can also use annotations to link to your own websites. You will need to "associate" your website with your YT channel, then verify it.

Adding clickable links in the video itself to your own webpages will greatly increase clickthroughs as compared to only included the link/URL in the video description. And if someone embeds that video on their own site, you still have a clickable link to your own website.
