Contests on a outsourcing site

Howdy Warriors....
Today I found a new outsourcing site called freelancer. I usually use odesk and like it well enough, but there is an interesting feature on freelancer. It has contests. Here is the description which freelancer wrote:
Crowd sourcing your idea is just a contest away!
Host a contest for over 9,640,351 freelancers! Judge every entry, request edits and only award the best one or your money back!

Get hundreds of ideas, pay for one!
Pay only when you're 100% satisfied.
Risk FREE with money back guarantee.

So here is an idea that came to mind and I would like your opinion and ideas. What if I made a contest that would get the lowest bidder to:
1) design and build a website
2) post the site in an auction on flippa
3) monitor the auction and sell the site for a profit
Since I have none of the skills necessary to accomplish any of these steps, I would find it valuable to have screen shots which would guide, me or someone else, step by step through the entire process.
I am not necessarily interested in making a large profit on this project, but rather creating a model for future profitable website auctions. Another interesting possibility would be to break it down into small "modules" which could be offered to outsourcers with the necessary skills. It could also be packaged as a WSO. Internet Newbies could find outsourcers to complete any of the modules. Each module could be offered as a fiverr type gig.
Those are some of my ideas. Please share your thoughts and help the community with your input. Also please ask any specific questions about how it might proceed. You will help us alot.
